U.S. Marshals Custody Paths
The U.S. Marshals Service holds many federal defendants from arrest or remand through release, acquittal, or delivery to the Federal Bureau of Prisons. A person may be housed in a local or contract jail while USMS remains the legal custodian. No public USMS person locator exists like KOOL or the BOP Locator. A missing state or county result therefore cannot prove a federal pretrial release.
Possible exits differ. A federal judge may order release under conditions. An acquittal can end the case custody unless another hold exists. A sentenced person may be delivered to BOP, which is a transfer rather than community release. ICE, state, or local custody may also follow. Name the receiving authority before using the word released.

Confirm U.S. Marshals Release
Start with the Eastern District of Kentucky docket through PACER. Search the case for arrest, detention, bond, release, acquittal, judgment, commitment, and supervised-release orders. Clark County federal matters are served through the Eastern District, but the local Clark court record is not the controlling federal docket.
- Preserve full name, date of birth, federal case number, and any prisoner number.
- Read the most recent custody or release order.
- Contact the known housing facility for current physical custody.
- Search BOP after sentencing or transfer.
- Use a narrow USMS FOIA request for an unresolved historical record.
A judge’s order authorizes the legal change. Processing and transport may occur later. When an exact door-exit time matters, request the existing custody or movement record instead of assigning the order timestamp to physical release.

The docket can explain why custody changed and whether federal supervised release follows. Supervised release is monitoring ordered by the federal court after imprisonment. It is separate from Kentucky parole and District 8 supervision. Request a copy of the signed order when the docket summary lacks enough detail.
A person in USMS custody may not appear in BOP until delivered to that agency. Likewise, a contract jail can remove the person from its local view upon transfer while federal custody continues. These timing gaps make two-source confirmation essential.
U.S. Marshals FOIA Records
The USMS FOIA channel can seek existing historical custody, disposition, or release records. Identify the person, known federal identifiers, precise date range, and record sought. Requests may use the federal Public Access Link or be directed to USMS OGC, FOIA Unit, CG-3, 15th Floor, Washington, DC 20530-0001, marked as a FOIA request.
FOIA is an archival route, not a fast locator. Privacy and law-enforcement exemptions may limit what is released. Ask for a segregable public record and avoid requiring staff to create a new explanation. For an urgent present-custody question, use the docket, housing facility, counsel, or proper USMS contact.
Clark Federal Release Boundaries
A federal detainee does not become a Kentucky state offender merely because a contract bed is in Kentucky. KOOL is not the controlling search. The Clark CCDC list, if a federal detainee appears there, describes physical housing only. Follow the federal case and custodian.
After sentencing and delivery to BOP, switch to the Federal Bureau of Prisons release lookup. If an immigration detainer controls the next move, use ICE detention records. A transfer between these systems is continued custody until a source confirms community release.

Keep the federal case number, signed release or detention order, name of the housing facility, date each system was checked, and any agency response. These pieces distinguish judicial authorization, physical movement, BOP delivery, and community release.

USMS Release Order Meanings
Federal release can be on personal recognizance, bond, or conditions set by the court. Remand means the judge orders continued detention. Acquittal ends the charge at trial, though another case or hold can still control custody. Commitment to BOP follows a federal sentence and is not community release.
Read the signed order for conditions and effective terms. A docket summary may shorten or omit details. The housing jail performs physical processing, and its movement record may show a later time. Keeping both records avoids stating that a person walked out at the moment the judge signed.
USMS Contract Jail Records
When the housing facility is known, ask whether it can confirm present custody or route a request for the public movement record. The contract jail may hold the physical log while USMS holds the federal custody file. Address each request to the source likely to maintain the fact.
Provide a tight date range and known identifiers. Request the existing admission, transfer, or release fields, not a new narrative. A response may redact protected law-enforcement or personal data. If the housing site cannot release the record, ask which federal custodian should receive the request and document that referral.
USMS Release Cross-Checks
Check the order date, physical movement date, destination, and current custodian as separate fields. A BOP record may appear only after intake. An ICE locator result may appear after immigration processing. A contract jail roster may change before either receiving system is public. That delay is not proof of community release.
