Understand Clark County Releases
A release ends one custodian's control over a person. At Clark County Detention Center, that may mean return to the community on bond, recognizance, time served, probation, dismissal, or another court-authorized basis. A state prisoner may leave confinement on parole or mandatory reentry supervision. Final discharge is different: it means the recorded sentence or supervision duty has ended.
Not every departure is a community release. Clark CCDC may transfer a person to the Kentucky Department of Corrections, another jail, the U.S. Marshals Service, ICE, or a hospital. A detainer is another agency's request to hold or receive the person. That transfer removes the name from one roster but continues custody. Death can also end a roster entry without release.
The agency that controlled the event holds the best record. Clark CCDC documents a local jail exit. The court holds the bond, dismissal, sentence, or probation order. KDOC maintains state offender status and dated state release reports. Federal and immigration systems cover their own custody.

Ask for the existing booking and release record by name, booking number, and date. The exact fields may vary, but these are the items that resolve most release questions.

KDOC's Daily Releases report uses DOC number, name, release type, and released-from location. KOOL may show status, location or supervision information, sentence data, and date fields. CourtNet shows case events, but the signed final order is the stronger source for the court's ruling.
Request Clark County Release Records
Clark County Detention Center is the starting custodian for a local jail booking and exit. It is at 30 Wall Street, Winchester, KY 40391; the main number is 859-745-0270. Research did not verify a published local copy-fee schedule or a dedicated online release-record form. Call first, identify the record, and ask about format, fees, and delivery.
- Gather the full legal name, date of birth if known, booking number, booking date, and exact release-date range.
- Ask CCDC for the existing booking and release record, plus the booking photograph only if that separate record is needed.
- Describe the event narrowly. Do not ask the office to conduct an open-ended investigation or create a new list.
- If the jail is not custodian, ask which arresting office, court, or corrections agency holds the document.
- For the legal disposition, request the signed order from the Clark Circuit Court Clerk. For a state record, use KDOC Open Records with name plus birth date or offender ID.
Kentucky agencies respond under the Open Records Act and may apply exemptions. Clark did not publish a verified post-release online retention term. Sealed, juvenile, victim-related, and expunged material may be limited or removed. A missing record after lawful relief cannot be treated as proof that no arrest occurred.

Kentucky Offender Online Lookup, or KOOL, is the durable state-person search. It covers people in KDOC custody and many people under state supervision or with released and discharged records. It does not cover every local pretrial booking. Search with a partial name, PID number, or DOC number, then compare birth data, status, location, sentence information, and date fields.

Read “Released” or “Discharged” with its date and context. A projected release date estimates confinement under current data and can change. The Daily Releases archive supplies dated state reports and should be checked for the actual event.
Clark County Recent Release Limits
Clark County does not publish a verified distinct 24-hour or 72-hour release view. Its official JailTracker wrapper is labeled as an inmate list and reflects current custody. No precise refresh cycle, former-record retention period, or official sheriff release app was verified. Therefore, disappearance cannot be labeled as release.

For a local event, pair VINE with the jail or court. For a state offender, use KOOL and the Daily Releases PDF. Third-party recent-booking pages may contain stale data or results from another Clark County. They cannot overrule an official Kentucky record.
Clark Release Supervision Checks
Physical release may lead to parole, probation, mandatory reentry, or conditional discharge. Parole allows part of a state sentence to be served under community supervision. Probation is imposed by the court as a community sentence or condition. Neither should be called final discharge unless the official record uses that term.

Kentucky VINE covers local jail and adult corrections records. A correct result may state that a person is not in custody and supply a release date. Register from the correct record for phone, email, text, TTY, or app alerts when offered. Because duplicate local and DOC entries can exist, match identifiers and register on both relevant records. VINE is a notice tool, not the final custodian.
Federal systems are separate. The BOP Inmate Locator may show “RELEASED” and a date for sentenced federal custody since 1982. USMS has no comparable public person locator; use the Eastern District of Kentucky docket, housing facility, release order, or a narrow FOIA request. Clark County Custody Map
Clark County Detention Center is the primary local adult jail. Kentucky Department of Corrections covers state prisons and state offenders held in county-jail beds. KDOC Probation and Parole, District 8 is a supervision office, not a jail.
Federal cases may involve the Federal Bureau of Prisons system or the U.S. Marshals Service contract detention network. Civil immigration custody belongs to the ICE detention network. No separate municipal jail, state prison, federal prison, or ICE detention center was verified as physically operating in Clark County.
Where Clark Release Pickup Happens
Clark CCDC is at 30 Wall Street beside downtown Winchester's civic and court area. Business-hour bond paperwork is processed at the Governor James Clark Judicial Center, 17 Cleveland Avenue. The two-address handoff matters: the clerk handles the court-side bond work, while CCDC controls custody processing.
No official page gives a transport pickup point, bus stop, family waiting area, or rideshare rule. Call 859-745-0270 for where and when to wait. A signed order or paid bond does not itself prove that the jail has completed the physical release.
Clark After-Hours Release Bond
The official Clark bond page states that Monday through Friday from 8:00 a.m. to 4:00 p.m., bonds go through the Circuit Clerk. Property bonds and cash bonds over $9,999.99 must go through the clerk. When that office is closed, including holidays and weekends, the payer goes to CCDC with valid identification and exact cash. The jail does not make change.
These instructions explain the process, not a guaranteed exit time. Court transmission, staff processing, identity checks, and other holds may delay or prevent community release. Keep the case and booking numbers and confirm with the jail.
Clark Jail Programs After Release
CCDC lists church services, Narcotics Anonymous, Alcoholics Anonymous, GED, life skills, 24/7 Dad, and parenting programs. These are verified in-custody programs. They do not prove that a released person remains enrolled or receives sentence credit. KDOC credits apply only where the agency approves the program and the person is eligible.
For a released state offender, use District 8 and the written supervision plan. Do not convert the jail's custody program list into a promise of post-release services.
Correct Clark Release Record Errors
For a factual error in a Clark jail release record, contact CCDC with the booking number and the conflicting signed court order. For a KOOL error, use KDOC's official records route. A third-party page cannot correct the source record.
Kentucky legislation has included eligible felony offenders released from county jails and local correctional facilities in identification-card or operator-license provisions. Eligibility and implementation should be confirmed with the Kentucky Transportation Cabinet, not promised by a jail record.
Search Both Clark Court Divisions
Clark District and Circuit divisions share the Judicial Center but use separate public phone numbers. District handles misdemeanors and preliminary felony proceedings. After indictment, a felony continues in Circuit. Search both paths before deciding no final disposition exists.

Why Clark Release Records Disappear
Expungement is a legal process that removes or restricts qualifying public records. Kentucky relief can affect court, jail, arresting-agency, and other traces. Qualifying acquittals and dismissals with prejudice after July 15, 2020 may be automatically expunged after 30 days; eligible conviction paths involve certification, waiting periods, and a petition.
A no-result after relief cannot be turned into “never arrested.” Protected material should not be reproduced. Check the Kentucky expungement process and KRS 431.076 for the applicable path.
Check Clark Release Status on VINE
VINE is the main statewide person-specific bridge between the Clark jail and KDOC. Select Kentucky, choose Find an Offender, and enter a partial legal name or offender ID. Open the result and compare date of birth, facility, and identifiers. If the record says the person is not in custody and supplies a release date, preserve the exact status, date, and check time. A no-match is not proof of release.
Some state offenders have both a local jail entry and a DOC entry. Search both. A local exit paired with a DOC institution indicates transfer. VINE should always be checked against the source custodian. A local alert goes back to CCDC and the Clark court. A state alert goes back to KOOL and the Daily Releases report. This two-source practice also protects against delayed updates and vendor errors while preserving the speed of an alert.

KDOC's Daily Releases archive is a date-first tool for state offenders. Open the PDF for the date in question and search by DOC number. If no number is known, search the legal surname and given name, then compare the released-from location and type of release. A correct row is stronger than a name-only match because it connects the person, event date, release type, and state identifier.
The archive is extensive, but its scope is easy to misuse. A state offender may be housed in Clark CCDC, so the released-from field can name a county jail. That does not place all county detainees in the KDOC report. A local pretrial bond, dismissal, or short local sentence may appear only in Clark jail and court records. Likewise, a person convicted in Clark County can leave a state institution elsewhere.
Use KOOL as the durable identity and status record, then use the PDF as the dated event. When the status remains supervised, release from confinement is not final discharge. Read parole, mandatory reentry, or other release wording as written. If the PDF and KOOL do not agree, record both check times and seek the corrected state record.
Confirm Clark Release Through Court
Court records answer why a legal release was authorized. Guest CourtNet can locate a Clark case by name and show public events, but it is an index and event summary. Follow the case through the correct division. A felony begins with preliminary District Court steps and may move to Circuit Court after indictment. A misdemeanor stays in District. A court order and a jail release record answer different questions. The order proves the court action. The jail record shows when custody processing ended. Other holds can prevent immediate community release even after the judge acts. Keep the case number, indictment number when present, and booking number together to reconcile the two timelines.
Read Clark No-Result Searches Carefully
No result has several possible meanings. The name may be misspelled, the person may use another legal name, the date range may be wrong, or the searched system may not cover the custodian. A current roster also sheds past entries by design. VINE may hold separate jail and DOC records, while federal and immigration events never belong in KOOL simply because a Clark court case exists.
Lawful restrictions create another reason. Juvenile, sealed, victim-related, and expunged material may be withheld or removed. Kentucky's automatic and petition-based expungement paths can affect records held by the court, jail, and arresting agency. A public no-result after relief does not prove the earlier event never happened, and protected information should not be reconstructed from stale third-party copies.
Ask the likely custodian a narrow, neutral question. Supply the person identifiers and date, and request the named existing record. When the response cites an exemption or says no responsive record exists, preserve that wording. Do not replace the agency's answer with an unsupported inference from a search engine.
Separate Clark Federal Release Systems
A federal case changes the search path. The Bureau of Prisons locator covers sentenced federal prisoners and can retain a past release date for records from 1982 onward. A result marked “RELEASED” means the person is no longer in BOP custody. It does not prove that federal supervised release ended or that another agency did not take custody.
The U.S. Marshals Service controls many federal pretrial and court detainees, including people housed under contract in a local jail. USMS has no public person locator comparable to KOOL or BOP. A Clark jail departure caused by an ICE detainer is a transfer until the immigration record shows otherwise. Search the legal custodian's system rather than describing every departure from 30 Wall Street as a Clark community release.
Document Clark Release Confirmation
Reliable confirmation preserves the source, exact status, date, and time checked. Record the booking number for Clark CCDC, the DOC or PID number for KOOL, and the case number for court records. Those identifiers are more stable than a name alone. If a report is date indexed, save the report date and read its column headings before extracting the row.
Two independent records should point to the same event. For a local exit, pair the CCDC record with VINE or the signed court order. For a state exit, pair KOOL with Daily Releases. For a federal event, pair the correct locator with the docket or custodian. A source log makes later corrections clear and prevents a transfer, projected date, or court authorization from being mislabeled as the physical release.
